Well, according to AACR2, the 546 is first unless there a "nature, scope,
or artistic form" note to be inserted. AACR2 1.7B

OCLC's Bib Formats documentation (5XX Fields) says this: "RDA has no
prescribed order for note fields. Generally, enter notes in AACR2 order or
as prescribed by other descriptive convention manuals ..." The question
then becomes: Should one apply rules from one descriptive rule set when one
is cataloging in a different mode, e.g. should one apply CONSER rules if
one is cataloging monos?  The answer as far as this cataloger is concerned
is a resounding "No." It seems that the "no" becomes even more emphatic
when it comes to following OCLC's apparent recommendation to apply AACR2
rules in an RDA setting.

What then does the BIBCO manual say about note order?  Nothing, as far as I
can tell. The HCM has nothing to add either.

Most people these days order their notes in ascending order. You might try
that.
