I did not try it myself, but it may worth trying:
According to

you can replace program/libspell645li.so of the English-UI version by that of
the Hebrw-UI, copy program/services.rdb, libhspell645li.so and
/share/wordbook/hebrew/* from the Hebrew-UI and have hspell work well under the
English user interface.
