The next Hebrew version of OpenOffice (NOT the Hebrew Openoffice 1.1) will include Java. During the installation you will be asked if you want to install Java and if you say yes, Java will be installed.

While installing OpenOffice(both hebrew and english), the installation asks for the Java Plugin. Why isn't java included with the installation as an optional component? both the OpenOffice and Java are developed by Sun, so their is not supposed to be any problem with licensing issues.
 
Even in a case where their is a problem adding Java to the installation, it will probably be a good idea to add a link to the java download, so users don't need to start looking for it.
