The version of OpenOffice that comes with most linux versions usually
include some useful patches to OpenOffice:
* fontconfig support: No more should you need to install fonts specificaly 
  for OOo. It also make OOo looks a bit nicer
* gnome printers supoprt: Ditto for defining the printers
* Gnome integration and KDE integration
* Files are in sane places
* avoid the need for per-user setup process

Regarding the keymap settings: you can use the standard Hebrew keyboard
settings for X. No need for a specific xkbmap file (this also applies
for OOo from openoffice.org[.il]

Any idea if and when such patches will be accepted to the main OOo?
