If Genode runs on top of HelenOS userland, it's pretty much the same as Genode
running as a Linux applicaton. If I understand correctly, running Genode as a 
userland
application is considered more a debugging feature than anything else? Does it 
have
some limitations? (E.g. not having complete control over HW resources?)

You are probably right in this point, going for the full-fledged HelenOS user land as a base for Genode has some implications which might make it look more like a virtualization approach than a native Genode platform.

On the other hand, the possible range for the base is still slightly wider than just the SPARTAN kernel alone. I can imagine that the base would be SPARTAN + HelenOS Naming Service + async framework.
