So everything goes wrong. The deb and rpm rules do not allow installation in /usr/local. So i wonder how you create for example the debian packages? My opinion is if 'cfengine.com' prepares packages for the different Unix/Linux OSes tthen they must follow the guidelines ;-).
What my approach is to fetch the cfengine source package from debian for example.
