I have not found it necessary to restart all processes on all nodes whenever a policy is changed - that would be a tremendous burden, given the changes that can occur daily with ramping up to maintain up to 200 nodes. But, then, I forgot to mention that I'm running Cfengine Nova (sorry!) - it's not always clear how Nova differentiates from Cf3 in operational details. As a side-note, I wonder if there are Nova users here who would be interested in help-novaCf3 mailing list?
