I tried your solution but unfortunately the outcome is still the same: 
Installations succeeds but not reports.

I run the cf-agent with verbose mode and I noticed the below:  (outcome cannot 
be promised by cf-agent)

This looks like the yum installs the package successfully but cfengine does not 
know this ?
