I was upgrading the last of the environment from 3.0.5 to 3.1.5, and found a 
Linux system with 34K users which displayed this issue (since my workaround was 
to skip 3.0 only).  So, I stuck 3.2.1 on it a little early to see if that 
works, and the problem persists.  It's less bad now, in that it only says

cf3>  -> Verifying the syntax of the inputs...
cf3> Checking policy with command ""/var/cfengine/bin/cf-promises" -f 
"/var/cfengine/inputs/promises.cf""
Fatal cfengine error: Hash table is full
cf3> cf-agent was not able to get confirmation of promises from cf-promises, so 
going to failsafe

...but the hash table still gets full.  It just doesn't spit out megs of text 
now.  That will stop the server owner from being too upset and syslog from 
getting blown up, at least - but it's still broken.  /off to report the bug...
