To further point towards the user problem the key that gets sent to the server 
does not have the root user prefix: -MD5=7290ccdc..  It starts with '-' rather 
than 'root-'.  I even removed this key, on the server and client and 
bootstrapped again.  The key ended up on the server side in the same odd state.
