I also do not see this behavior. As I understand cf_promises_validated, it is updated when masterfiles changes, or when cf_promises_validated does not exist. I believe there must be some internal tracking on masterfiles to facilitate this behavior. How is your masterfiles directory updated neil? If you are using some version control system and wrapping it to make sure that masterfiles is a clean checkout then perhaps you do not have cf_promises_validated ignored in the vcs.
