So I took our standard cfagent.conf and update.conf and trimmed/updated them so that I basically have a bone simple CFEngine dev environment while still keeping many of the 'control:' statements. That seems to be working fine (w/ regards to email) with both 'cfexecd' and 'cfexecd -F'.

I've noticed, however, that:

- In our production env, the /var/cfengine/outputs/previous symlink does not exist whereas in my small dev env it does and is updated regularly.

- No output is mailed, regardless of prod/dev environment, if the data in /var/cfengine/outputs/previous and the current run are the same. Is it possible to disable this functionality and always have cfexecd output emailed?

- In order to quick testing, I setup the following:

schedule = ( Min02 Min04 Min06 Min08 Min10 Min12 Min14 Min16 Min18 Min20
             Min22 Min24 Min26 Min28 Min30 Min32 Min34 Min36 Min38 Min40
             Min42 Min44 Min46 Min48 Min50 Min52 Min54 Min56 Min58 Min60 )
SplayTime = ( 0 )
IfElapsed = ( 0 )

However, I'm only getting emails every ~5 minutes.  Why?
