Maintaining multiple versions of Emacs is useful for Lisp developers and other advanced users who want to test against different versions. If the installation directory is configurable, this should be enough to allow multiple installations.

The default value should IMHO be aimed at normal users, who probably only want one version of Emacs installed at once, and want installing over the top of the old version to do an upgrade (if that is possible with the installer you are using).
