Hi Kieran,

It depends.  If you've run `guix pull' since your last system reconfigure, 
you'll probably get newer builds of things, though they should be configured 
and work the same.

Similarly, network will likely be required if you've run `guix pull' or `guix 
gc' since your last reconfigure.

It will *want* network no matter what, but only *need* it in those cases.  If 
you haven't pulled or gc'd, adding the `--no-substitutes' option to the 
reconfigure command will prevent it from trying to use the network.
