Look, the same newsletter [3] incubated by DINUM speaks about Guix and Nix. ;-) >From my understanding but without any specific information, I guess the story behind the scene is a classical story: A Nix contributor had been Entrepreneur·e·s d’Intérêt Général (EIG) [4] hosted by DINUM – check the init commit of Securix ;-) – and voilà.
