Off the top of my head, based on what you've provided here, I can't think of any reason. Please provide (a) the version of GNU make you're using, (b) the OS and version you're running it on, and (c) a small _complete_ sample makefile that demonstrates the problem (i.e., what is the value of RC_DIR and RC_FILES?)
