$ sudo -s
root's password:
# echo $PATH
/usr/sbin:/bin:/usr/bin:/sbin
# make
/usr/sbin:/bin:/usr/bin:/sbin
#
# cat Makefile
all:
@echo $(PATH)
#
# make --version

Seems to work for me on my 64-bit opensuse 11.2 box.
