Yes, that is *intentional*. Ten or twelve years ago, we tried to
replace Texinfo with LaTeX but found that for documentation that has
various output formats, LaTeX is excessively oriented towards
typesetting. In general, LaTeX files do not produce good Info
documents.
As a practical matter, we found that we could not convert a LaTeX
document into a good Info file unless we asked the people writing
LaTeX to employ no more than a subset of the LaTeX mark up commands.
You might try finding and then running the old latexinfo conversion
program on LaTeX files to create Info files. You will see the problem.
As for paper sizes, I think Karl has responded to that (I'm catching
up on my correspondence, hence my delay in responding.)
