[help-texinfo] Non ascii to pdf.

Hello! Is it only me, that I do not get non-ascii symbols to pdf?
To be honest, I didn't found way to make plain tex(without texinfo macros) to 
print non-ascii either. But, as far as I know, xelatex is based on tex, so it 
should be possible but I found no info with Google.
