this is by no means an authoritative answer since I am a user, not affiliated with heroku, but...
it's not that surprising since the fs is readonly on heroku I guess you could created the merged version on your local development machine and commit/push to git on heroku, but this doesn't would need to be done on each commit of new js/css cheers.
