Is this a heroku or herokugarden app? I think they work a little bit
differently.

Also, is it possible that the sass => css conversion is taking place in your
dev environment (ie, your local computer) and the resulting css files are
being sent to heroku via git?  That could posibly explain why the sass =>
css conversion seems to work on the public site (ie, your domain.heorku.com)
but the :cache => true isn't.  But then, I'm just an average joe hacker
myself, so this is, once again, not athoritative.
