I posted a question like 5 days ago and have not seen it.... so trying again. I was attempting to ask how you might go about using Heroku Scheduler or a CRON job to have a background worker scale up to 1 and back down to zero. In my case, I have an app that I would like to have turn up 1 background worker at 9am and then go back down to zero at 5pm.
