I'm assuming ruby since you didn't specify. You'll want https://addons.heroku.com/scheduler to handle the cron part of things, and http://rubydoc.info/gems/heroku/2.17.0/Heroku/Client for scaling things. It's really just a line or two in a couple rake tasks to instantiate a Heroku::Client and call the appropriate method, namely ps_scale.
