I was never notified when I went passed 5MB, and nothing happens to your
app, your not even switched automatically to the other plan.

I had to switch it myself.  Its sort of a on your honor system.  The reason
I was given is that it requires a restart of your app and Heroku was not
willing to force that on an app at an unforeseen time.

The idea is that you try your app and get started through your beta for
free, and when you have real customers, you move to the other plan.    It
works well if you are charging for your app.  Otherwise, not so good.
