Hi, I would wrap a piece of 400 grit wet & dry abrasive round a 1" square block of wood ( mdf is great ) place it flat on the rim and spin the wheel a few times. Change the abrasive to present a fresh face and repeat. You should continue until the "drag" on the wheel is even. Finally, do the same but rotate the wheel backwards a few times to polish off any wood fibres that remain . Then a  good spin forwards pressing a piece of linen on the rim and you are good to go. It's not a bad idea to do this routine as a general maintenance procedure as it removes old rosin build up. Cliff Stapleton does it before each cotton change.   Incidentally, Scott Marshall in Lancaster UK has started a Hurdy-gurdy Forum which is in no way a competitor of this list, merely a forum with an emphasis on the hurdy-gurdy and its events this side of the pond.
