A trick i was shown a couple years ago, if you have the rosin brand that comes in the cork box, you can use the cork as a 'scraper' to remove excess rosin. the cork should be firm enough to remove the rosin but soft enough to not damage the wheel. I have only done this once as i switched rosins and dont have the cork box handy.
