I tried overriding the ServiceRegistryImplementor#initiateService(Map configurationValues, ServiceRegistryImplementor registry) + getFallback(Map configurationValues, ServiceRegistryImplementor registry) methods to check if perhaps those get called for all persistence units, but no.
