Islamic finances semakin mengambil tempat dihati bankers diseluruh dunia. 
Mereka tidak mengambil nya dgn berkeadaan rasa taqwa tapi lebih kepada peluang 
perniagaan seluruh dunia. Kalau Conventional Banking kaput atau rosak kerana 
sikap gelojoh dan tamak, tidak mustahil akan berlaku kepada islamic financial 
partitioner dimasa akan datang. Dimasa itu IFS islamic financial system akan 
disalahkan.

Oleh itu keperluan kepada satu NGO yg menjadi monitoring kepada IFS diserata 
dunia. Ultimate aim adalah untuk memastikan IFS itu pure dan tidak corrupted. 
World Islamic F Sys Monitoring Organisation (WIFSMO)  ini agak susah utk 
mendapat full authority tetapi ia boleh bertindak sebagai referral point dalam 
mengatakan 'sistem yg dijalankan oleh bank ini ok' atau 'kita suspect sistem 
bank ini non-compliance'  etc.

So adakah NGO begini telah wujud? Adakah Islamic World Bank (ada ke) 
menjalankan aspek ini dalam menjaga kesucian IFS ini? Kalau tak ada, sape nak & 
boleh buat?


Monetary Authority of Singapore eases way for banks to offer Islamic products
SINGAPORE, May 8 — The Monetary Authority of Singapore (MAS) is
making it easier for banks to offer Islamic banking products — an area
it expects to become more popular in the post-financial-crisis world.
The central bank has issued a consolidated set of guidelines giving
“greater clarity and certainty” to financial institutions offering
Islamic banking products.
Also, two new regulations, taking immediate effect, will enable
banks based here to offer two specific Islamic products, MAS managing
director Heng Swee Keat told an Islamic finance conference yesterday.
Singapore aims to become a significant player in Islamic banking,
which is governed by Islamic precepts, such as a prohibition on
interest, and on investing in businesses such as those involving
gambling or alcohol.
The regulations mean that banks may enter into what are known as
diminishing musharaka financing and spot murabaha transactions. A
diminishing musharaka transaction, for example, is a joint ownership
arrangement where a bank gradually sells its portion of a jointly owned
asset to the customer.
This allows the bank's share of the asset to “diminish” over time.
Ultimately, the ownership of the asset — which can be in the form of
property, vehicles, machinery or commodities — is transferred entirely
to the buyer.
Heng, who was speaking at the sixth Islamic Financial Services Board
summit held at the Shangri-La Hotel, said that in the coming years,
Islamic finance will assume a more prominent role.
“In this crisis, both conventional and Islamic financial markets
have been affected, but the restrictions on the use of leverage and
speculation have put Islamic finance in good stead,” he said.
Global Islamic finance assets today range from US$700 billion (RM2.4 trillion) 
to US$1 trillion, according to some estimates.
MAS said the guidelines basically consolidate the various
regulations and clarifications that it has made about the “regulatory
treatment of various Islamic finance structures under its rules”.
Oliver Wyman, an international management consulting firm, has
estimated that global Islamic finance assets could grow to US$1.6
trillion by 2012.
Heng said the MAS will continue to work towards a regulatory
approach that is clear, relevant and consistent across the range of
Islamic financial activities.
“We face challenging times but the dynamism of Asia, including the
Middle East, will return and the structural economic changes are likely
to accelerate.
“The focus on the role of finance to develop productive sectors will
raise the profile of Islamic finance, and create new opportunities,” he
said.
Separately, the president of the Islamic Development Bank, Dr Ahmad
Mohd Ali, believes the crisis has opened doors for players in Islamic
finance to make a bigger impact globally.
“We are confident we can prove ourselves... (and) contribute to
shaping the financial system,” said Ahmad, who was speaking at an event
organised by Malay-Muslim group Jamiyah Singapore.
He added that Singapore's location as an important financial and
trading hub can be a good platform for the sector to grow. — The
