I just find something, which I can't explain. Maybe it says something to any of 
Hippo.

We never had the problems with the workflow when running locally. I always 
thought it had something to do with the CMS being build differently, war vs. 
jetty. Today I build my CMS locally and connected it to the repository on our 
development machine (Repository on JBoss). After starting it I wanted to change 
a document. It had the same symptoms (no workflow).

So it seems it is something with our repository (Or the instance or the content 
of the repository). I could throw away our repository with content and start 
over, because this is a development machine, only I don't know if I'm able to 
reproduce it later. And when this happens in production, we can not throw away 
everything. :)

Maybe this is a clue to you what is going wrong?
