Where did you get it from??
My guess would be seconds since epoch (excluding leap seconds), the
standard unix way of encoding time.
'1217340166' corresponds with 'Tue Jul 29 16:02:46 CEST 2008' which
would be quite a coincidence if that's a made up number...
I'm not sure where the postfixed 960 comes from, but then again, maybe
that's why the conversion fails? If it's milliseconds (which I've never
heard of in conjunction with 'time since epoch'), try dividing it by a
thousand first.
