As much as I at times hate using XML, I still write my module
descriptors in it.  This because there are good XML editors with basic
validation and tag / attribute completion support (using an XSD), and I
have less to explain / justify when trying to promote HiveMind.

I have a feeling SDL would always remain up for debate.
