Malaysia to proceed with controversial rainforest dam

KUALA LUMPUR, Feb 1 (AFP) - A controversial project to build a dam in
the
heart of Malaysia's tropical rainforest is to go ahead but possibly on a

smaller scale than first planned, an official involved in the scheme
said
on Tuesday.

Work on the Bakun dam in eastern Sarawak state was suspended in November

1997 at the height of Malaysia's economic crisis.

At the time it was estimated that the 5.2 billion dollar project would
involve clearing 200,000 acres (80,000 hectares) of forest, flood an
area
the size of Singapore and force some 9,000 tribal residents to move.

Opposition parties and environmental groups criticised the project,
saying
it would have a far-reaching impact on downstream ecology and farming.

Stephen Wan, managing director of the Sarawak Electricity Supply Corp,
said
Tuesday the dam would be built but its scale would depend on a study of
projected demand for electricity.

"Depending on the study, the project could have a capacity anywhere
between
500 megawatts to 2,400 MW. The government is expected to decide on this
early this year," he told AFP.

The Bakun project, billed as the world second largest dam, was initially

planned to have a capacity of 2,400 MW to meet power needs in east
Malaysia
and in the peninsula via an undersea cable.

In November 1997 the government, faced with a regional economic crisis,
ordered the main contractors to halt work.

The government took over the project from private firm Ekran Bhd and
after
a study decided to go ahead with the construction of river diversion
tunnels.

"Construction of the tunnels is being carried out by a South Korean
company
- Dong Ah - under a renegotiated contract of about 200 million ringgit,"

Wan added.

He said the tunnels were scheduled for completion by early next year.

Asked if the project would be given back to Ekran, Wan said "for the
time
being" the project would be carried out by a wholly owned government
company named Sarawak Hydro.

"The company may bring in other equity partners later or opt to tender
out
the work," he said.

The opposition Democratic Action Party (DAP) Tuesday urged Prime
Minister
Mahathir Mohamad to clarify if the project was going to cost more than
first envisaged.

"Malaysians are entitled to know whether it is true that the government
decided after the tenth general election (last November) to fully revive

the Bakun dam project and that it would cost even more that 13.6 billion

ringgit (5.2 billion dollars)," DAP chairman Lim Kit Siang said in a
statement.

Lim said the project had helped spark a falling-out between Mahathir and

his former deputy Anwar Ibrahim, whom he sacked in September 1998.

"Anwar has testified in court he disagreed with the prime minister's
directive to use treasury funds to compensate Ekran ... without proper
audit and procedure," Lim said.

Anwar is currently serving a six year jail sentence for abuse of power
and
faces another 20 years' imprisonment if convicted in his current sodomy
trial.

Lim said Wednesday's cabinet meeting should release a full report on the

government's stand on the project, the compensation paid to Ekran and
whether Ekran was involved in the revival of Bakun.

He said the government should also make public the study commissioned to

review the scale and timing for reviving the project.
