Arms theft may be "prelude to something bigger'

Tight security enforced in Ipoh as Umno leaders meet. One
theory is the possibility of a "raid-to-order' as part of a
foreign arms deal

AN UNPRECEDENTED security cordon was thrown around Ipoh as
top Umno leaders, including Prime Minister Datuk Seri Dr
Mahathir Mohamad, held the party's Supreme Council meeting
just one day after a daring pre-dawn ambush on a military
outpost and a raid on an army camp in nearby Gerik.

Road blocks and heavily-armed policemen were seen in the
city even as investigations threw up few leads into the
theft of at least 100 rifles, including M-16s and Steyrs,
four general purpose machine guns and thousands of rounds of
ammunition.

""We are viewing this seriously and we are not discounting
the possibility that this is a prelude to something
bigger,'' Dr Mahathir said after the meeting.

He was briefed earlier by the Inspector General of Police,
Tan Sri Norian Mai.

The Umno meeting, held for the first time outside Kuala
Lumpur, was moved from the state party building to the
Mentri Besar's residence in a step believed to be linked to
security concerns for the Prime Minister and other leaders.

Military armoured personnel carriers were also used to
patrol the vicinity of the meeting.

Sources say that police were looking at various theories
behind the heist, including the possibility of a
""raid-to-order'' as part of a foreign arms deal.

They have also not discounted the possibility that the
weapons could be used for terrorist activities within the
country.

The Defence Ministry is now scouring personnel records in
search of former military officers who may have been sacked
or gone absent without leave.

This measure is being taken because of the military-style
precision in which the raid took place, suggesting inside
knowledge into army operating procedures, sources said.

The large cache of weapons and ammunition taken also
suggested the possibility of a black market arms deal.

Sources said investigators were looking at links with
conflicts in the region from Mindanao in the Philippines to
Aceh in Indonesia.

Even the Tamil Tigers connection was being looked at because
of reports earlier this year that the group had shifted its
South-east Asian base from Myanmar to southern Thailand.

Yesterday, Deputy Defence Minister Shafie Apdal said he
believed strongly that the robbers were still in the
country.

Sources said the gang could also be waiting to secure the
highest bid for the arms.
