Rebellion overthrows Milosevic's 13-year regime

Slobodan Milosevic's iron-fisted rule over Yugoslavia appeared to
have collapsed today in the face of a popular uprising.

Milosevic fled Belgrade as opposition mobs took over parliament and
other key sites in the capital, leaving them in shambles and flames.

"As of today, Serbia is again a democratic nation," declared an
opposition leader, Nebojsa Covic, referring to Yugoslavia's main
republic. "It belongs to all of us, to Europe and to the world."

Hundreds of thousands of people swarmed through the capital to demand
that Milosevic accept his apparent electoral defeat by Vojislav
Kostunica in the September 24 election and surrender his 13-year hold
on power.

The uprising developed with stunning speed, swelling as security
forces showed little willingness to battle the largest anti-Milosevic
protest ever.

Agence France-Presse reported that Milosevic had fled to the
southeastern Serbian town of Bor, near the borders with Romania and
Bulgaria.

Zoran Djindjic, one of the leaders of the Democratic Opposition of
Serbia (DOS) said Milosevic's Socialist party was "practically in
ruins".

"He, as the party head, is not appearing in public, which is not fair
towards the party he has used all these years," Djindjic said.

He warned that Milosevic "might be preparing some counter-attack".

"This will just push people further into conflicts. The whole of
Serbia is ready to defend Belgrade," Djindjic said.

Many police put down their weapons and joined flag-waving crowds as
they surged across central Belgrade through clouds of teargas.

As demonstrators charged and riot police cowered behind helmets and
shields, the federal parliament building, the state broadcasting
centre and police stations all fell in quick succession.

Protesters tossed documents and portraits of Milosevic through the
broken windows of the parliament complex. Smoke billowed from the
building and from the state television headquarters nearby.

Dozens of people were injured, according to witnesses. Some police
who fired on demonstrators were beaten. Elsewhere in the country,
thousands more people joined smaller rallies in a number of towns.

"What we are doing today is making history," Kostunica proclaimed in
an evening speech in front of Belgrade city hall, opposite parliament.

The domino-like successes of the opposition did not fully erase fears
that Milosevic could still strike back. Kostunica asked supporters to
remain on the streets until dawn to try to block any possible counter-
attack by the military. He also appealed to people from the
countryside to stream into Belgrade for rallies.

"We call on the military and police to do everything to ensure a
peaceful transition of power," he said.

The crowd chanted for Milosevic's arrest. Kostunica answered, "He
doesn't need to be arrested. He arrested himself a long time ago."

Later in the evening, during an interview on state television,
Kostunica said he envisioned a democratic Serbia that would have
normal relations with other countries and would not suffer under
diplomatic sanctions.

In Belgrade, clashes spread through the city, which echoed with the
sound of stun grenades and teargas fired to break up the crowds.

Later, both state television channels went off the air before coming
back under opposition control, and the state-run Tanjug news agency -
one of chief pillars of Milosevic's rule - announced it was no longer
loyal to him.-AP
