Malaysian agency named in five billion dollar bond scandal
KUALA LUMPUR, Feb 2 (AFP) - Some executives of a state-funded
Malaysian company which aims to encourage Malay entrepreneurs are
linked to a case involving the unauthorised issuance of bonds with a
face
value of five billion dollars, a newspaper and a source said Friday.
The Star newspaper said some executives of Perbadanan Usahawan
Nasional Bhd (PUNB) are allegedly involved in the case, which is being
investigated by the Anti-Corruption Agency.
A source involved in the affair confirmed to AFP that some staff at
PUNB have been questioned. No one at the agency was available for
comment Friday.
The case first came to light last month. The Star said the inquiry began
five months ago after irregularities were found in an auditor's report.
Ahmad Zaki Husin, director-general of the Anti-Corruption Agency, told
AFP Friday he could not name the company involved "as a matter of
policy."
He said the company in question was not involved, just some of its
officers,
and no money had been lost due to his agency's prompt action.
Ahmad Zaki said "people in authority" in the company had issued bonds
without authority from company directors, the central bank or the
finance ministry.
The bonds had been given to a broker in London to market but had not
gone on sale and had now been recovered.
"We have almost completed our investigation," Ahmad Zaki said. "We
have to go to London to interview two witnesses."
He said Scotland Yard (London police headquarters) was making
arrangements for the interviews and his agency was waiting to hear from
it.
"At the moment I can't say if there will be any criminal charges," Ahmad
Zaki said.
It was earlier reported that agency officers had questioned four
Malaysians, including two high-ranking company officials, and a
Singaporean suspected of involvement in issuing the bonds.
There were plans to put up the bonds for sale in Britain.
The case has been classified as an offence under a section of the
Prevention of Corruption Act, which deals with an abuse of power by
senior executives.
PUNB was set up in 1991 as part of government efforts to encourage
bumiputeras (Malays and other indigenous races) to play a bigger role in
Malaysian business, which is dominated by ethnic Chinese.
PUNB is incorporated as a company and run on commercial lines but
receives soft loans from a government agency to carry out its duties.
