Actually, they do get pay per seen. it's called the impression system. if a user downloads the image the site gets about 0.0001 cents. multiply this by about 3,000,000 (the amount of people on one given page at a time) and multiply again by $bignum, for the amount of pages you have to see to get a file, and the results add up fast.
