I'm not positive about this, but I think that what you are seeing is because the client/server updates less often when you are in observer mode. It is done this way to keep the load on the server low for spectators, saving as much bandwidth (and maybe server side calculations) as possible for players actually playing the game. Anyone else have more info on this?
