No, you can't cross-compile on a Windows machine and build a Linux .so shared library. You will need to compile/test on a Linux machine. If you have a spare harddisk, you can configure your PC to dual boot Windows or Linux. This will NOT allow you to test the Linux version very well though. You can start the Linux dedicated server and the bot code, but you won't be able to see what's going on unless you have another machine on a LAN that you can run the Half-Life client from.
