That's what I'm saying does not work! Has anyone ever got this file to
work in the pak? My pak does work, I have many other files in there.

If you don't have a file in your MOD directory the engine will look for
that
file in your MOD's pak0.pak file.  If the file isn't in your pak0.pak
file,
the engine will look in the 'valve' MOD directory.  If the file isn't in
the
'valve' MOD directory, the engine will look in the valve\pak0.pak file.
If
the file isn't there, the file won't be found.

Put the file you want into your MOD's pak0.pak file.  If people want to
override this file, they can create a modified copy in your MOD
directory.
If that file gets deleted, the default in your .pak file will be used.
