Because you are getting the out of date error your server is flicking into LAN only mode. So, get rid of one and the other goes away. You get the executable out of date error when your engine binaries differ from the ones stores on our master server.
For the dedicated server you will need to copy the hlds.exe,swds.dll,steam_1110.dll,filesystem_stdio.dll and dbg.dll files. You will also need to include the contents of the platform/ directory and the valve/valvecomm.lst file.
