Steam doesn't like that. Instead I had to do this
"blank" " " "blank" "* WEAPON USAGE *"
This may be the same problem for others.

I would type exec config.cfg and all my binds would set but none would work,. Then I went into steam and checked the keyboard config and the entire menu was blank, OHHH KAY!!!
Anyone else noticed that?
