That would  be doing the same work twice imo. Anyhow,as botman suggested
loading a dll from the command line is also a fine method. I do want to
point out that most players/users who want to play with bots are glad
they got it installed and don't want to hassle with command lines. This
does not have to be this way if steam simply leaves my liblist.gam file
untouched.

Btw, i don't even get why steam has to overwrite it every time i launch
cs, this cannot be to ensure cheaters to be stopped using a third-party
dll this way as the liblist.gam file in this matter is only used when
creating a server , not when joining one.

Or two files:

liblist.gam <-- Steam managed
userliblist.game <-- Bots/User managed
