I think Alfred means that the exact VGUI2 API isn't locked down yet, even
though the core VGUI2 code is stable. 

Because of Steam, Valve can change the VGUI2 interface whenever they like
and push out the updates to all their code, but if lots of third parties
start using VGUI2 and Valve decides to change the interfaces, it breaks all
the third party code and is a major hassle to all the mod-makers out there.

One the interface is locked down, then people can start using VGUI2 without
fear of an update breaking it.

Ok... don't want to make anyone angry, but ... to me it sounds a little bit
as if the VGUI2 has never been rock solid in Half-Life 2 though it should
have been released months ago. *g*
