He means like, using hl or quake as an example which are in 90� by default (which is what humans see focused) but he wants to see the whole 120� range that we see, on the screen, with the other 30� blurred out like if you're looking out your eyes.
I think it could be done by putting the game into widescreen mode at 120� FOV, and then using a rendering proxy (or whatever it was that valve was talking about last year in that IRC interview) to blur out the other 30�. I'm not 100% sure if I understand what you want... You can start looking for a way to change the FOV (Field Of View) of the game. The FOV determinates the angle of view of the "camera".
