Launch the game for the first time via steam itself. Then the bat file will work.

I made a mod from the little steam menu, I then opened up the code, compiled it just fine. I then click the little run_mod.bat file which is "supposed" to open hl.exe inside the half-life2 death match folder, but I get errors.
The first error is that there is a missing dll file tier0.dll or something. The second error is a steam error saying "Failed to load the laucher DLL, the specified modual could not be found"
Now, how is this possbile? I have not even done anything yet and im getting errors? Is something wrong with my steam dir?
The first error is solved if i execute the hl.exe inside the single player folder, but the second I could not solve.
