It really depends on the format. For example (IIRC) if you write a program that outputs a GIF you need to get permission (pay) to release it. If you write a program that reads mp3's you need to get a license from Thompson something (I think).
You really need to email Valve for permission. I don't think they'll have a huge problem with it since it will support the development of other tools - but best check.
