Or maybe even an RTS-style game like NS or the old C&C:Renegades multiplayer, where you can choose to be a certain unit and just play it out on a large battlefield. That would certainly take up more than 16 players per team if you consider a mixture of land, air, water units, infantry, tanks, stationary defenses, etc.
But the real question is if the engine can handle the network traffic!
