Is this fix only for Half-Life 1?

It seems to be happening in my mod too (on Source) when hosting a
listen server. Is this something gmod specific or is it happening to
all source mods?

At the moment to get around it people are switching sv_lan to 1 when
they create their server and back to sv_lan 0 when it's created. This
means that everyone is STEAMID_UNKNOWN though - which can't be good.
