While I guess my reply was rather silly, and I overexplained it, my guess is simply that they removed the old normalize function while adding normalizeinplace, to do the job of the VectorNormalize macro and function) that has been there since quake1.

It was probably removed by a misinformed Valve employee years ago who doesn't remember doing it. Either way, adding it back is no big problem.
