Tony's workaround is the best advice right now. The problem is that we
don't yet have the notion of source SDK base for dedicated servers. So
the 'steam.inf' on your client is probably coming from 'sourcetest' if
that's what is first in your search path. And on the dedicated server
it's probably getting the steam.inf from 'hl2mp'. Hence the mismatch.

We'll be putting out a version of steam for Linux that includes Source
SDK Base as an installation option. Once this is done you should get rid
of any 'steam.inf' files that you needed to copy in order to work around
this. Mods shouldn't have to distribute that file.
